Council to discuss draft B&O tax November 13th

The Chamber’s Economic Development and Government Relations Committee (“EDC”)

The Chamber’s Economic Development and Government Relations Committee (“EDC”) has been monitoring the City of Shoreline’s possible creation of a Business andOccupation (“B&O”) tax in Shoreline. On June 28, the EDC met with Sara Laneand Dan Eernissee, the City’s Administrative Services Director and Economic Development Manager, respectively.  The purpose of the meeting was to find out what was under discussion by City Staff and to provide input to the City regarding outreach on the topic to Shoreline businesses.    

At its meeting on August 14, 2017, City staff updated the Shoreline City Councilon its B&O Tax Work Plan which is part of its Ten Year Financial Sustainability effort.  The primary issues discussed were:

  • The different ways cities base the tax (gross receipts v. number of employees v. square footage);
  • The threshold below which no tax would apply;
  • The tax rate; and
  • Possible exemptions from the tax; and
  • Feedback on these topics received from business outreach efforts

In its Report to Council prior to the Meeting, staff recommended creation of a B&O tax based on a business’ gross receipts, a threshold exemption of $200,000.00, a minimum rate of .001 for business classifications other than services and .002 for services, and the application of certain mandatory and standard exemptions.

Council will discuss a draft ordinance of a new B&O tax at its November 13thmeeting and possibly adopt an Ordinance establishing a B&O tax on December 4.
